A Message from Randy

In my final term as Alderman, the city manager asked me to chair a committee entitled Fire Vision 2020. The task of the committee was to perform a detailed analysis of the city's fire protection services to include present services, efficiency, personnel and equipment requirements, operating expenses, and pension obligations. Upon gaining a full detailed understanding of the present issues facing the department, the committee was tasked with making recommendations concerning future structure, financial requirements, and potential alternative delivery models. The city manager and I interviewed public safety staff and consultants aggressively with an eye toward obtaining an unvarnished view of current status and the future realities of providing fire services. The process included many conversations with fire department management and staff, which necessitated establishment of trust, not only between the committee and the fire staff, but between the city manager and myself. As a result of our collaborative effort, numerous tangible outcomes were obtained. A clear understanding was established that the department could not remain viable in the future without changes in structure and finance. The most dramatic result of the collaboration was the establishment of a Pension Finance Reform Committee, which subsequently restructured the city pension funding schedule to extend viability over the intermediate term, providing security for concerned fire department staff while lending stability to the city's budgeting process.

Experience

  • Orthopedic surgeon and co-founder and managing partner of the Illinois Bone and Joint Institute.  

  • Chairs the Lake Forest Central Business District working committee.

  • Alderman with record of meaningful accomplishments

    • Successful and productive performance as Elected City Council Ward 3 2012, re-election 2014, term limit 2018

      1. Chairman of the Public Works Committee

        1. Oversaw the $12 million renovation and expansion of the city water plant to alleviate capacity constraints

        2. Oversaw the $1.5 million emergency repairs to the south beach access road.

      2. Served on Finance Committee

        1. Established a responsible fiscal plan to manage the city’s pension obligations making Lake Forest one of the few municipalities in Illinois to do so.

        2. Helped reduce tax burden on a group of Lake Forest residents by approximately $800k.  His leadership eliminated an unfair Special Service Area tax.

  • Currently leads the Ad-Hoc CBD Working Group that is reviewing the sections of the Lake Forest Comprehensive Plan that govern zoning and development in the Central Business District 

  • Vice President Midwest Orthopedic Network

  • Vice Chairman Dept. of Surgery Lake Forest Hospital

  • Served as President of The Lake Forest Club

  • Received his medical degree from the University of Illinois.
